OKLAHOMA CITY, OK, April 11, 2026 — Oklahoma citizens are being called to action as State Question 840 (SQ 840) advances through the state’s initiative process. The proposal seeks to address concerns that legislative power has become concentrated in the hands of a small group of leaders, limiting the ability of elected representatives to fully serve their constituents.

The Problem

Supporters of SQ 840 argue that legislative authority in Oklahoma is often controlled by House and Senate leadership, along with special interest groups and large donors. Because leadership appoints committee chairs, determines committee membership, and assigns bills, many proposals never receive a hearing or vote. As a result, representatives may find it difficult to advance legislation unless they align with leadership priorities. This process, proponents say, prevents constituents’ voices from being heard and leaves important issues unaddressed.

The Solution

SQ 840 proposes a structural change designed to ensure fairness in the legislative process. The measure would guarantee that every member of the Oklahoma Legislature has a minimum of three bills each year that must be heard and voted on. Supporters say this would reduce preferential treatment and give all elected officials a meaningful opportunity to represent their districts.

Why It Is Needed

Advocates describe a common “runaround” in which responsibility for hearing legislation is shifted between committee chairs, floor leaders, and chamber leadership. This cycle can result in bills quietly stalling without accountability. Proponents of SQ 840 believe the measure would increase transparency, reduce concentration of power, and strengthen citizens’ ability to have their concerns addressed.

The proposal also outlines enforcement provisions, including a $10,000 fine for a first violation and expulsion from the Legislature for a second offense committed by the same individual.

Volunteer Involvement Critical

As with all citizen-led initiatives, volunteer participation is essential. Supporters emphasize that gathering signatures, educating voters, and organizing community outreach will determine whether SQ 840 reaches the ballot. Grassroots involvement demonstrates public support and helps ensure the initiative process functions as intended.

About the Oklahoma Initiative Process

Oklahoma’s initiative process allows citizens to propose statutory or constitutional changes by collecting signatures from registered voters. Once the required number of valid signatures is verified, the proposal is placed on a statewide ballot where voters make the final decision.

Call to Action

Citizens interested in supporting SQ 840 are encouraged to volunteer, sign petitions, and help educate others about the proposal. Sign up at sq840.com.
